All-Hazards Type III Communications Unit Leader (COML) Training- Wisconsin

Overview:

Training for emergency responders on how to serve as radio communications unit leaders during all-hazards emergency operations is being offered at no charge at the Fox Valley Technical College under a grant from Wisconsin Office of Justice Assistance.

This training will significantly improve communications across the multiple disciplines and jurisdictions responding to an incident. This COML training will qualify emergency responders as lead radio communications coordinators if they possess the necessary prerequisites, including knowledge of local communications; communications sytems; and local, regional, and state communications plan. COML responsibilities include developing plans for the effective use of incident communications equipment and facilities, managing the distribution of communications equipment to incident personnel, and coordinating the installation and testing of communications equipment.

About The Training:

The All-Hazards Type III Communications Unit Leader (COML) Training provides federally-approved National Incident Management System (NIMS) compliant instruction to ensure that the trained personnel capable of coordinating on-scene emergency communications are available during a multi-jurisdictional response. Attendees of this course will be trained to:

- Identify the functions of the communications unit and the duties/responsibilites of the COML

- Arrive at an all-hazard incident properly equipped, gather information to assess the assignment, and begin initial planning activities

- Plan, organize staff, manage, and demobilize the communications unit in a safe and effective manner

- Coordinate with the incident sections, appropriate communications personnel, and other agencies

- Design, order, and ensure the installation and maintenance of all communications systems

- Maintain accountability of assigned communications equipment

Who Should Attend:

Local, regional, state, and federal cross disciplinary emergency response professionals and coordination/support personnel with a communication background are encouraged to attend. Each attendee should be familiar with their state/regional/local communication plan and communication assets. All-Hazard Type III COML prerequisites for this training program include:

- Public safety communications background with exposure to field operations

- Fundamental public safety communications technology, supervisory, and personnel management skills

- Knowledge of local communications and communications system; frequencies and spectrum; technologies; local topography; and system site locations- including knowledge of local/regional/state communication plans and resource contacts

- Completion of the ICS100, ICS200, ICS300, IS700 (proof of completion must be provided at the time of registration)
