Grant Details: Overview: The Wyoming Department of Transportation's Highway Safety Grant Program's goal is to reduce traffic crashes, deaths, injuries and the assiciated economic losses in Wyoming through the coordinated efforts of state, local agencies and other safety partners. The Highway Safety Program provides project funding to help achieve stated programs goals and objectives which address identified highway safety problems. Priorities of safety effort and location are based on projects with the greatest likelihood to impact crash and injury reduction. The Contract Management Manual contains official policy and procedures required of, and established by, the Highway Safety Program and the National Highway Traffic Safety Administration (NHTSA). It has been developed to assist state and local agencies in the administration of highway safety projects. Instructions for preparing highway safety project applications and forms are also provided. General Information: In as much as highway safety funding allocations and the corresponding rules governing distribution are received a year at a time, there is no guarantee that funding will be continued after its initial year, which is October 1 through September 30. Every effort will be made to continue ongoing projects that have proven to be effective, demonstrated great merit, and have potential for significant long range benefits for a period of up to three years: minimum non-federal match funding of 35% (Year four) and 50% for any additional year would be required prior to any consideration of approval of requested project extension beyond 3 years. The Highway Safety Program will only consider projects which have demonstrated great merit, effectiveness and have reasonable expectations of becoming self sufficient for funding requirements. These projects will then be submitted for final approval by NHTSA in the annual Highway Safety Plan. All projects are funded under the seed money concept and eventually should become self sufficient. Any political subdivision (municipality, county, state agency, etc., ) may apply for federal 402 funds. Institutions of higher education and other non-profit or private organizations may also apply. Consultants cannot apply directly for 402 funds. However, a political subdivision may hire a consultant to assist with their project. Any consultant contracts utilizing 402 funds must be approved in writing by the Highway Safety Program before they are initiated. Funding Areas: Under statutory provisions administered by the National Highway Traffic Safety Administration (NHTSA), the following Highway Safety Program areas have been identified as encompassing a major highway safety problem which is of national concern, and for which effective counter measures have been identified subject to review 1. To reduce deaths and injuries resulting from persons driving motor vehicles while impaired by alcohol or other controlled substances. 2. To improve law enforcement services in motor vehicle crash prevention, traffic supervision, and post crash procedures. 3. To encourage the proper use of occupant protection devices (including the use of safety belts and child restraint systems) by occupants of motor vehicles and to increase public awareness of the benefit of motor vehicles equipped with air bags. 4. To enhance traffic record systems and procedures. 5. To enhance emergency medical services in relationship to traffic safety issues. 6. To reduce deaths and injuries resulting from crashes involving motorcycles. 7. To reduce injuries and deaths resulting from motor vehicles exceeding posted speed limits. Deadline: The Letter of Intent is the request or application for federal traffic safety project funs managed by the Highway Safety Program. The letter is required by March 31 from each interested traffic safety partner for consideration in the next federal fiscal year beginning October 31.
