Grant Details: Overview: New York State (NYS) Office of Homeland Security for the State's Hazardous Materials (HazMat) offers a total of $1,000,000 in funding availbale under this grannt program and funds will be awarded competitively based on the submission of applications by eligible regional HazMat Team partnerships. Primary Objectives: The three primary objectives of this grant are to promote the development of regional partnerships among the State's HazMat community; to build sustainable WMD/HazMat teams within FEMA and NYS "Typing Systems." Eligibility: Publicly-funded HazMat teams located in New York State are eligible to apply for the 2009 HazMat Grant Program. A volunteer fire department, organized as a Fire Protection District and functioning as a HazMat Team cannot apply directly as a submitting partner under this grant program; rather, if they choose to have a submitting role, their municipality would have to apply on their behalf as the formal submitting partner. A volunteer fire department, organized as a Fire Protection District and functioning as a HazMat Team, can be partner under the 2009 HazMat Grant Program. Permissible Costs: Grant funding under the 2009 HazMat Grant may be used for certain planning, equipment, training, and exercise costs allowable under the SHSP. Due to the specialized nature of this grant program, applications must focus on the building regional WMD HazMat Response and Decontamination Capabilities. Applcation Content: The folowing areas must be addressed in your regional HazMat partnership's application. - Description of Regional HazMat Partnership - Proposed Project and Capability Enhancement - Regional Implementation Plan - NIMS Typing Status - Sustainment Plan - Multi- Year Planning Cycle (More details on specifics to include) Required Documents: 1. Electronic Application in E-Grants, including RFA worksheet as a required attachment. Reminder: Applications must be submitted in E-Grants by the submitting partner, with input from all participating partners within a given region. 2. Copy of FEMA and NYS NIMS Typing Worksheets from the submitting partner and each participating partner. These worksheets must be submitted electronically in E-Grants. If your team has already submitted these two worksheets to OFPC, this requirement is met and you do not have to re-submit this information via E-Grants for the purposes of this application. 3. Notice of endorsement of application from County Fire Coordinators from each submitting and each participating partner. When signing off on this application, a County Fire Coordinator must ensure that a HazMat Team(s) applying for this grant from their County is identified in both the County HazMat Response Plan and the Fire Mobilization and Mutual Aid Plan, and that the HazMat Team(s) is authorized by the jurisdiction having the authority to provide HazMat response services (see Appendix B for template). This endorsement should be submitted electronically as an attachment in E-Grants. Deadline: Completed applications must be submitted via OHS’s E-Grants Systems no later than Wednesday, December 9, 2009. Applications received after the due date and time will not be considered Grant applicants can expect to be notified of award funding decisions on or around February 2010.
