Grant Details: Overview: The Minnesota Division of Homeland Security and Emergency Management (HSEM) is now accepting applications for the 2010 Hazardous Materials Emergency Preparedness (HMEP) Grant. This Grant Program is available to political subdivisions and other entitites to help local responders prepare for hazardous materials incidents. Money is availiable for Planning and Training Activities. Planning activities include; Planning Advisory Committee (PAC) Formation and Implementation, Exercises, and Conferences. Training activities include; MnIMS and Hazmat classroom training. Eligible Planning Activities include: PAC Formation and Implementation - Grants may be used to help develop (i.e. start up) local planning advisory committees, the purpose of such committees being to prepare and emergency plan as authorized in M.S. 299K.05. Subsequent grants may be made available to facilitate the upgrade of local emergency plans, in accord with the HSEM Local Emergency Operations Planning Policy. Reimbursable costs include office supplies, mailings, printing and copying, meeting expenses, travel, facility rental, food and refreshments. Personnel costs are not reimbursable, but they may be credited as local match. Exercises - Grants may be used to offset costs associated with hazardous materials incident-based drills and exercises. Such exercises must involve (public sector) emergency responders from a number of different agencies at the local level and should include interface with state agencies. Developing mutual aid capabilities should also be a goal of the HMEP-funded exercises, and the local emergency management director should be involved in development of the exercise. All costs associated with an exercise are reimbursable, except overtime and the purchase of permanent (i.e. non-consumable) equipment. Conferences - Grants may be used to sponsor conferences related to hazardous materials planning and response. Multiple disciplines must be represented at the conference. Reimbursaable costs include speaker fees, office supplies, mailings, printing and copying, instructor travel, facility rental, food, and refreshments. This grant does not cover costs for personnel to attend confrences (i.e. Registration, travel, food). Special Events - Special planning activities devoted to improving the response to hazardous materials incidents may be eligble for funding. Funds may be provided for single or multi-jurisdictional training. MnIMS Training - Grants may be used to sponsor Minnesota Incident Managment System (MnIMS) training provided by HSEM staff or other certified instructors. MnIMS training must be related to multi-agency and multi-jurisdictional hazardous materials planning and response. Multiple disciplines must be represented in such training classes. Reimbursable costs include speaker fees, office supplies, mailings, printing and copying, instructor travel, instructor and student manuals, facility rental, food, and refreshments. Personnel costs are not reimbursable but may be credited as local match. Eligibility: Eligible applicants include Counties, Municipalities, and Public, Non-profit organizations that have a federal tax exempt identification number.
