The purpose of this Request for Applications (RFA) is to solicit applications for up to $100,000 of $500,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. The three primary objectives of this grant are: the advancement of targeted technical rescue and USAR capabilities; to promote the development of regional partnerships among local entities that provide technical rescue (USAR) services; and to enhance the standing of the State’s technical rescue (USAR) entities in accordance with the US Department of Homeland Security Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable, and NFPA 1670 - Standard on Operations and Training for Technical Search and Rescue Incidents for those capabilities not addressed within the NIMS Resource Typing System.
Legally established and recognized local and county based response entities located in New York State that provide technical rescue and USAR services will be able to apply for the 2009 Technical Rescue Grant Program. Eligible emergency response entities must be legally formed, publicly funded, and formally recognized by the county and municipality in which they reside as agencies responsible for performing technical rescue and USAR activities. Response entities must also be a current participant in the county’s fire mobilization and mutual aid plan. This grant focuses on technical rescue and USAR involving structural collapse, trench, confined space, swift water or rope rescues in an all-hazards environment. For the purposes of this grant, vehicle and machinery rescue activities are not considered technical rescue. Additionally, because of the regional focus of this specialized grant program, OHS encourages applications that include multiple response entities but will accept applications from individual entities provided that documentation (see Appendix C) is submitted that demonstrates that the service they provide is offered regionally (more than one locality). OHS will not identify pre-set “regions” for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program. Applications that include multiple response entities must identify one team to be the “submitting partner” for this grant. The other partners involved in a given application will be deemed “participating partners.” 1 The “submitting partner” will be the fiduciary agent for the regional application (if the region is a successful applicant under the 2009 Technical Rescue Grant Program), responsible for completing all required grant reporting forms in coordination with and on behalf of their region, including Appendix B and reviewing and forwarding reimbursement claims for each partner to OHS. The “submitting partner” must be a publicly-funded legally established local or county level response entity; however, the regional partnership can include “participating partner(s)” that are funded by private entities. The “participating partner” will be responsible for coordinating with the “submitting partner” on the development of an application for the 2009 Technical Rescue Authorized Program Expenditures: A. Allowable Costs: Grant funding under the 2009 Technical Rescue Grant Program may be used for planning and equipment costs allowable under the 2009 State Homeland Security Program (SHSP). Please consult the “Allowable Cost Matrix” (Appendix A) for specific details on allowable costs. B. Unallowable Costs: There are several costs that are not allowable due to the specialized nature of this grant program.
